Lack of Opt-in: The biggest risk is that the individuals on purchased lists have not given explicit consent to be contacted by your specific business for marketing purposes. This is a direct violation of data protection laws and telemarketing regulations.
Bangladesh Context: While Bangladesh does not yet have a full-fledged, implemented Data Protection Act (DPA), a draft exists and is expected to be enacted. This DPA will likely bring stringent consent requirements similar to GDPR. Currently, the Bangladesh Telecommunication Regulatory Commission (BTRC) regulates telemarketing and unsolicited calls/SMS. There's a "Do Not Disturb" (DND) service users can activate. Calling or sending promotional messages to someone on a DND list, or without their consent, can lead to complaints and regulatory action.
Proof of Consent: The burden of proof for consent typically lies with the company making the call or sending the message. It's almost impossible to prove consent for a list you purchased.
Reputation Damage:

Spamming: Contacting people who haven't opted in is whatsapp number list perceived as spam. This can lead to negative reviews, social media backlash, and a damaged brand image.
Customer Trust: Once trust is broken, it's hard to regain.
Low Quality and Conversion Rates:

Irrelevance: The contacts might not be genuinely interested in your specific product or service, leading to wasted time and effort.
"Second-Hand" Lists: Many data brokers sell the same lists to multiple businesses, meaning your prospects are already bombarded by calls/messages from competitors.
