It's true that the whole thing about the guys not arresting anyone isn't at all suspicious. So, for two years, they didn't once think about arresting a random guy, or even a gang member, to keep him for a few hours and then get him out again, just to pretend? No: the guys have been eating fajitas in their office for two years without doing anything. It's... brilliant. Another thing that's not at all suspicious: the boss's lack of enthusiasm for reacting. Especially when Alex Murphy adds:

"  Also, the weapons that Vallon sells on the streets: according to the first elements of our investigation, they come from police seals, so eh! " 

But the boss's only response was that, well, you know, well, in the end, eh, all that isn't so serious, we'll see.
