Learning to say "no" to unsuitable projects is a superpower. Practice phrases that are polite yet firm:

"Thank you for reaching out. Based on our current project focus/minimum project size, I don't think we'd be the best fit for what you're looking for right now."
"To be honest, your budget expectations are significantly different from what a project of this scope typically requires with the level of quality we provide. I wouldn't want to waste your time pursuing this whatsapp number list further if we're too far apart on that."
Offer referrals if you have trusted colleagues who might be a better fit.
Continuous Refinement Based on Data and Experience:

Regularly review which leads convert and why. What were their characteristics? What questions were most effective in qualifying them?
Track reasons for disqualification. Are you attracting too many leads outside your service area or budget range? This might indicate a need to adjust your marketing.
